Abstract: 

This four-chapter study researches the concept of state, its elements, types, the most important decisions related to the Palestinian Cause and State, and the geopolitical and demographic reality in Palestine. The study aims to measure the ability of the Institution-building model to accomplish the idea of the State in light of the current changes and situations on the local, regional and international levels in the period between 1993-2011 in the West Bank and Gaza. The problem of the study concerns the fact that there is difference in opinions regarding the possibility of establishing a Palestinian State especially if we consider that two decades of international diplomacy have passed which committed itself to the execution of the peace conventions and agreements between the Palestinians and the Israelis such as the Oslo Convention which approved the discussion of the Palestinian State issue in the final-status talks. Therefore, the study asks a number of questions about the definition of a state, its elements, the most important international decisions and Palestinian-Israeli agreements related to the Palestinian State, the demographic and geopolitical situation in the West Bank and Gaza on the local, regional, international and Israeli levels, in addition to the ability of the Institution-building Model that was adopted by the Palestinian Prime Minister to change the demographic and geopolitical reality in Palestine. Based on this, the study hypothesizes that the establishment of a Palestinian State according to the Institution-building Model and the data on the current geopolitical situation is considered impossible. The Analytical, Descriptive Approach was used to answer the study’s questions and to check the validity of its hypothesis. The researcher used a number of tools including: Individual interviews with a number of leaders and political analysts, in addition to preparing a theoretical framework about the state, its elements, the decisions related to the Palestinian State and the geopolitical situation. The study has come up with a number of results including the fact that the establishment of the Palestinian State according to the Institution-building Model and the data on the current geopolitical situation is impossible, the Palestinian political status and the international and regional data do not allow for a viable, institution-based state. Among the study’s recommendations include the following: 1- The necessity to consider the termination of the occupation as a basic element in the institution-based state which requires the adoption of a new model for the institution-based state. 2- Uniting the Palestinians internally and not to give the occupation a chance to win over the unity of the Palestinians since every Palestinian gain is a loss for the Israelis.
