Abstract: 
This thesis is concerned with a comprehensive study of the Sha'rawiya area in the north of Tulkarm Governorate in terms of its geographic, social, economic, and service characteristics. Also, it addressed the potential and opportunities in the area in the light of available information and data about the communities in the Sha'rawiya area, as well as information and data collected by the researcher through the field survey. The main objective of this thesis is to develop appropriate strategies for integrated rural development, which will help developing communities in the area, and attracting investment and the exploitation of its potential to achieve economic security and improve the living conditions of citizens and their well-being and improve the level of services. The methodology of the study is based primarily on the descriptive and analytical approach using the tools of the field survey and interviews with government institutions and non-governmental organizations in the study area in particular and in Tulkarm Governorate in general. The results of the study showed the economic and social importance of the Sha'rawiya area as well as its natural and demographic characteristics in terms of its geographical location and location on the largest aquarium. Also, the study indicated that this area suffers from economic, physical and political problems, due to the establishment of the apartheid wall in the most fertile lands, which led to high unemployment in the area. The study recommended the need to adopt a strategy of rural development in the short term in order to overcome part of the problems and requirements of development in the Sha'rawiya area, in addition to adopting a set of strategies over the medium term and long-term such as the strategy of rural planning and organization, the strategy for developing the aggro-industrial sector, and the strategy to improve services and meet the needs of the population, through the implementation of a set of proposed priority projects. In the end, the study emphasized the importance of activating the role of the joint service council to achieve development in the Sha'rawiya are in partnership with local authorities and the Ministry of Local Government to provide funding for the implementation of development projects.
