Abstract: 
This thesis handled the study and the analysis of the real situation of Al-Sha’rawieh Region in the northern part of Tulkarem Governorate, and it handled also the available-in the region- potentials and opportunities for its comprehensive development. The region suffers from the randomness of the development planning and the unplanned physical development, it suffers also from the lack of the infrastructure adequate for making the region ready to be attractive and pulling area. The importance of this study is that, there is a dire need for a comprehensive regional and development planning for the targeted area and to create all potential motivations attracting the investments to the region and to manage its natural resources as better as possible and in more sustainable manner, all of that is for reaching the main goal, which is the welfare of the region residents and raising their life’s level. There is also a dire need for achieving the decentralization; the issue which is strongly supported by the Palestinian Ministry of Local Government and in all the planning fields, This step will be carried out when the adequate human and physical capacities will be available. The researcher recognized-in details, during his field survey, observations, meetings with representatives of the local society to the natural and demographic features and characteristics of the targeted region, its available services and infrastructure, the obstacles and constraints facing its development and its real needs. The collected data was seriously analyzed , then visions were proposed for the solutions developing the This study recommended and indicated the necessity of creating- in the region- a growth pole, from which all the residents of this area will benefit, Attil town was proposed to be the administrative center of the proposed pole as a result of possessing all the supporting potentials and advantages. It was also recommended to empower the role of the existing joint service council, to develop the local units in both financial and administrative issues, to carry out all the proposed policies, strategies and development plans at both local and regional levels, the proposed projects in the development plans were prepared according to the localities’ priorities and according to well defined and fair criteria’s.
