Abstract: 

The general services is a main factor in the physical structure of any residential area, therefore the development of general services should be parallel with the prosperity development of the area whereas the main goal of these services is consenting the residents needs as desired The sparkler need for planning to use the land, controlling and guiding this use in to the continuous increasing in population and their needs requires better distribution for the services that consents the people needs and solve their problems. The main objective of the study was to Examining if the areas where services provided complies with the international norms and Set a clear ideation for distributing these services in Nablus based on specific regions and scientific methods, taking in to consideration the obstacles and challenges that Nablus area faced. To achieve that goal international and Arabic criteria or norms reviewed in addition to the standards used in Palestine in particular by the ministries provide the type of services that the study focused on, was also benefiting from the experiences of some Arab countries such as Saudi Arabia and specific regions of some Arab countries in the hierarchical of distribution services and regional planning for the sites were people receive these services, and the study methodology was based mainly on the prescriptive approach in the collection of information and the possibilities available in the governorate of Nablus, and the analytical method using statistical and spatial analysis and evaluation of the sites used by the service population, through the use of tools such as a group interviews with relevant jurisdiction, as well as through the use of information-gathering in preparation for this study, through local bodies of village councils and municipalities, this questionnaire formed an important form as reference for the study. The results of the study showed: the importance of a gap in the number of people in residential areas in Nablus region were 9 province has les than 1000 people population, and this is one obstacle to a fair distribution of services in the residential areas in these province. And the administrative services and government as well as higher levels of health services and education services are concentrated in the city of Nablus, which is the center for all inhabitants in Nablus region and northern governorates of the West Bank, where the city of Nablus has strong regional and distinct relations with surrounded areas The lack of strategic development plan for the development of rural communities and link it as one group in Nablus region with the development and evolution. At the same time in the individually rural communities there are no strategic plans, except for some groups that developed their individual initiatives, and this weakens the scheme.The study recommends the need to adopt growth poles in the Nablus region, with the aim of creating an opportunity for rural communities to developmental and strategic planning. The study suggested 2 polar growths one in the northern part and the other in the southern part of Nablus, to relieve the pressure on services concentrated in Nablus, and the implementation of the criteria in the location of such services, Increase interest in the distribution of services and non-duplication in the same assemblage, through institutional coordination between parties offering the same service, and encouraging investment in the private sector in rural communities. Also a recommendation to the Ministry of Transportation to establish and create transportation networks between rural communities in particular to the proposed growth poles, which encourages people to receive the service from outside the city of Nablus.
