Abstract: 
This study deals with the press status and freedom of speech in the Palestinian territories since the creation of the Palestinian National Authority in 1994, in a way to find out answers for a set of questions: What are the effects of Palestinian press barriers during the era of the Palestinian Authority? How did the Palestinian Authority affect the Palestinian press? How far did the Palestinian press contribute to the Palestinian politics? Historically , the Palestinian press, which played a vital role in promoting political awareness, side by side to protecting human rights and public freedom, underwent 3 phases:. The Ottoman Empire, the British Mandate and the Hashemite reign in the west bank and the Egyptian in Gaza Strip besides the Israeli occupation phase. Many rules, provisions and barriers controlled press during its development. The Palestinian press was subjected to various types of abuses and violations perpetrated by some executive bodies and security forces of the Palestinian Authority since its establishment in 1994 , in addition, it lacks clear provisions and regulations that controls this field .Two domains played a role in the Palestinian press ,first the regulations and presidential decrees of Palestinian press ( the basic Palestinian law, rules of publishing in presidential decree No.4/1998 ) besides contradictions in Palestinian press regulations. The second domain highlights abuses many journalists and press frames to which the press was subjected to during the Palestinian Authority rule. The Palestinian press witnessed different forms of control concerning supervision over daily newspapers, local TV stations and electronic press. Unfortunately, multy control authorities are simultaneously active in Palestine, these are: the Israeli, Palestinian, clannish , factional and ads makers. The intrinsic motive is the most dangerous, in the writer's view, as it devitalizes press level. In citation accords helped to regress press freedom to some extent. Free press has the power to create political transformation. Such freedom enlightens people's lives making officials and institutions in charge do their best to carry out their duties to meet the needs of the public which means in return a big step forward for the whole nation in all walks of life. There is a linkage between free press and political development leading to intellectual and cultural nourishment to be the basis for public growth which will never be in the absence of free press. The Palestinian executive apparatus, headed by the Legislative Council, are recommended to To enhance democracy in the Palestinian Territories by equivocating all legislation restricting free press , replacing them with new ones that enhance press freedom, to promote law prevalence, to put an end for outside interventions ( of security apparatus in the first place) . For the sake of a better Palestinian media, an official information office joining media workers and the executive bodies should be started soon. It the responsibility of the journalists' associations to defend journalists, develop their status and provide a safe environment for better free layouts.
