Abstract: 

This study aimed at recognizing the obstacles of crises management and finding means for their remedy at the government secondary schools in the West Bank governorates from the headmasters’ points of view. Furthermore, it aimed at pointing out the differences in the view points about the obstacles due to the variables, of sex, scientific qualification, specialization, management expertise, governorate, school site, and school pupils. These headmasters, whose number is 686, constitute the population of the study in all West Bank governorates. The researcher selected a random sample whose number was (223) headmasters. To achieve the goals of the study, the researcher devised a questionnaire relying on previous relevant studies. The validity of the questionnaire was affirmed via submitting it to a jury of reviewers who approved it and found it appropriate for the purpose of the study. The reliability of the instrument (questionnaire) was calculated using Cronbach Alpha formula and was found to be (0.97) which is suitable for this kind research. The data were analyzed by using SPSS via “T” and the mono contrast analysis. The findings of the study are: First: there was a low degree for the obstacle of the crises management at the government secondary schools in the west bank governorates whereas the accounting average was 2.49 from the headmasters' point of view. Second: there are no statistically significant differences at the level (α= 0.05) among the average of the headmasters view points in the scope of the crises management obstacles at the government secondary schools attributed to the variables of sex, scientific qualification, specialization, management expertise, governorate, administrative courses number, school site, school pupils, number. Third: The most obstacles of the crises management are administrative obstacles followed by obstacles related to the community. Four: The methods of crises management processes are represented through coordination between the supervising area on the crises solution and the parties of the crisis directly and strongly to increase the awareness concerning the crises. Based on the results of the study, the researcher recommended the necessity of granting the headmasters more authority for the crises management. This enables them to manage crisis easily and strongly, and to strengthen the process of communication between the crisis management team and the parties related to the crisis. This deepens the awareness related to the crisis and methods of conducting them and the pupils' participation in inducting the crisis management which may lessen the seriousness of the obstacles.
