Abstract: 

This study aims at identifying the effectiveness of the organizational culture in The skill of Solving the school problems that face the principals of secondary schools in the governorates of the West Bank according to their viewpoints. Also, it aims at identifying the differences in the organizational culture and The skill of Solving the school problems according to several variables of sex, academic qualification, years of experiences, school location, the governorate and the number of the students at schools. The study community consists of all the principals of secondary schools in the governorates of the West Bank who are (686) .The study sample of 230 individuals was chosen randomly . For achieving the study purposes, descriptive method has been used . Also, a questionnaire as a study tool has been developed, subjected to judgment, distributed among the study sample, gathered, entered the computer and statistically processed by using the statistical package for social science (SPSS). Several tests have been used included T-test, One Way Anova and multiple regression test. Kronapaph Alpha test has been used to measure the reliability of the study which shows that the reliability of the organizational culture domain was (0.82) and The skill of Solving the school problems domain was(0.94) . The study results showed the following : 1. There is a high degree of organizational culture and The skill of Solving the school problems according to the sample's view points . The means were (3.87) for the former; (4.09) for the later. 2. The organizational culture explained 43.0% of school problems solving. 3. There are no statistical references at ( α = 0.05) level of the means of the principals' means in organizational culture and The skill of Solving the school problems due to the variables of sex, academic qualification , school location, governorate, the number of the students at school while there are statistical references due to the variable of years of experience ,and in the domain of collecting, classifying and analyzing data . These differences were for levels of (less than 6 years). According to the study results, several recommendations have been suggested: Teachers' participation in decision- making is very important in order to make them more activists in school works. Participation will encourage the spread of a productive organizational culture. Students' participation in school work is very necessary as they are part of organizational culture and problem – solving process. Training principals about using an alternative solutions for problem – solving .
