Abstract: 

This study aimed at identifying the degree of practicing leadership tasks by government schools' principals in the West Bank governorates schools from the perspectives of school teachers and the principals themselves. The study also aimed at identifying the effect of the variables of (District, sex, qualification, school location, specialization, practical experience, & post) on the degree of practicing leadership tasks. The study community consists of all principals in governmental secondary schools in the West Bank Governorates of the scholastic year 2006-2007 . Principals amount to 627, and teachers to 8280.A specimen of 107 principals , that is approx 20% , and 635 teachers about 8% have been subjected to the study. In order to achieve the aims of the study, the researcher has referred to education literature and developing a two-different formula questionnaire ; the first is dedicated to principals and the other to the teachers . The questionnaire has included 62 articles. The researcher has measured credibility of practice through the sincere judgment of participants and deduced the stability of measurement instrument by using the Alfa-Kronbagh Formula . The questionnaire's total stability has risen up to 80 percent. The study has concluded that the degree of leadership duties practices of principals in secondary government mental schools in the West Bank governorates has been HIGH . The percentage of total response degree has amounted to 78.2% The study has been arranged as the following : First , the administrative field scored very high practice percentage (88.8%). Secondly, Local society relation field set a high percentage degree of (79.6%). Thirdly, the student field high practice of(79.2%). Fourth, the technical field of response set(78.2%). Fifth, teachers' field set a score of (74.2%) Sixth, the human relations field set a score of (73.8%) There are no significant statistical difference of the leadership practice degree (α=0.05) of duties to principals who perform this due to gender variable, except for the human relations field where differences have been to males favor. Another finding is that there are significant statistical differences of the leadership degree (α=0.05) of duties due to post variable except in the local society relation field where the difference has been to the principals' favor . Similarly. there are no significant statistical differences due to qualification variable and school location . Also, there are no significant statistical differences due to practical experience variable except for the administrative field where the difference has been to the favor of those who have experience exceeding 10 years. In view of the aims and conclusions.the researcher has recommended the following : 1.Convening purposeful workshops devoted to Principals that have to deal with their leadership tasks' development. Such workshop should include educational leadership and change, modern school administration, communications skills between teachers and students and developing the leadership potentialities for both. 2.Encouraging principals to deputies authorities and share teachers in decision-taking . 3.Training principals so as to have appositive influence on workers instead of insinuating punishment towards accomplishing various tasks. 4.Training Principals in order to attend to their teachers' professional growth through urging them to take part in scientific conferences , researches and pursuing their higher education . Conducting a parallel study to realize the degree of leadership practice from the view point of supervisors and making a comparison between this study and the conclusions.
