Research Abstract: 
Raising the quality of teaching and learning at the Palestinian Higher Education Institutions means raising the efficiency of the instructional process as a whole.
Therefore, the purpose of this workshop was to discuss issues, raise questions, and suggest strategies on how to develop the element of instructional process at Palestinian higher institutions with the consideration of  their current status.
The theme of this paper depends on a hypothesis says that developing instructional process is meanly actualized through developing and enhancing five major instructional elements.  They are:
1- Instructional goals.
2- Instructional content or curricula.
3- Delivery system and learning resources.
4- Management system.
5- Evaluation system.
Thus, this paper tried to discuss those element in order to offer recommendations for higher education institutions:
The recommendation that the paper had ended up to, were the following:
1- Conduct need assessment studies on different issues related to university affairs before taking any decision of development.
2- Submit curricula to continuous re-evaluation done by specialized committees to be include local and international experts in education and curriculum design in particular.
3- Establish “ Learning Resources Center” in each university.
4- Encourage cooperation between Palestinian universities and European ones in terms of research, exchange professors, publications, and training programs.
5-  Have faculty members to attend training programs on how to teach professionally by adopting instructional designer competencies.
6- Upgrade faculty members’ qualifications and specialization by giving them the opportunity to conduct research and to pursue their graduate and post graduate studies ( What to teach).
7- Train faculty members and staff to use computers and the Internet for several purposes including teaching and research.
8- Upgrade libraries and enrich them with the most recent  books and Journals.
9- Secure healthy and comfortable atmosphere based on democracy, respect, quality, and cooperation.
10- Arrange open meetings between university administrations and faculty members, staff, and students to discuss issues to help them to solve problems they might face.
